The European Commission has officially issued major regulatory for three of the internet’s largest services, placing OpenAI’s ChatGPT, discussion network Reddit, and gaming hub Roblox under direct supervision.
The decision subjects all three platforms to the most stringent tier of rules under the European Union’s landmark Digital Services Act (DSA).
Under this updated framework, ChatGPT is categorized as a Very Large Online Search Engine (VLOSE), while Reddit and Roblox are designated as Very Large Online Platforms (VLOPs).
“These new designations mean that ChatGPT, Reddit and Roblox will now be held to a higher standard of scrutiny and accountability in the European Union, in line with their large impact on our citizens and society. We continue to watch the digital landscape closely and will not hesitate to designate any platform that meets the threshold for enhanced supervision under the Digital Services Act.” Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy Cyber Security stated.
This regulatory escalation was formally triggered after each company reported reaching a user threshold within the European single market. The platforms declared that they each reach at least 45 million average monthly active users across EU member states, meeting the precise legal metric needed to justify enhanced state oversight.
Following official notifications sent to the platforms, a strict four-month countdown has begun, giving all three tech providers until January 2027 to align their operational and algorithmic systems with the strict requirements of the legislation.
The core mandate facing these companies centers on systematic risk management and proactive platform safety audits.
During the upcoming four-month transition window, ChatGPT, Reddit, and Roblox must conduct formal risk evaluations to identify and mitigate systemic threats originating from their underlying algorithms.
Regulatory focus will be directed toward stopping the spread of illegal content, safeguarding fundamental rights, shielding democratic electoral processes from manipulation, and maintaining public security across member nations.
The Commission requires all designated services to enforce stringent safeguards designed to protect minors and mitigate potential harm to users’ physical and mental health.
This requirement is expected to carry sweeping operational implications for interactive environments like Roblox, which hosts millions of young gamers daily, as well as Reddit, where open online forums frequently expose users to unfiltered content streams.
